Zachary Fleming serves as a Principal and Regional Leader for the Southwest region in Ryan’s Real Property Tax practice and is based in the firm’s San Antonio office. He leads property tax service delivery and appeal strategy across Central, South, and West Texas, advising clients on valuation, assessment, taxation, and exemption matters at the state and local levels.

Zachary brings extensive experience minimizing ad valorem tax liabilities for a broad range of property types and industries. He oversees quality service delivery across regional and national portfolios, coordinating closely with Ryan teams nationwide to ensure consistent, defensible outcomes. Known for his disciplined approach and strong client advocacy, Zachary also contributes to the profession through speaking engagements on property tax and valuation topics.
