Raaj Kumar is a Principal in Ryan’s Credits and Incentives practice, based in the Firm’s San Francisco office. He leads client engagements focused on identifying, securing, and monetizing federal and state tax credits and negotiated incentives for businesses across the United States. Raaj guides incentive strategy, benefit realization, and compliance, working closely with clients and Ryan colleagues to support expansion, capital investment, and workforce growth initiatives.

With more than 20 years of tax consulting experience, Raaj brings deep institutional knowledge and a practical, results-oriented approach to client service. His background includes extensive experience with statutory and discretionary incentives, including income tax credits, sales and use tax exemptions, property tax abatements, payroll-based credits, research and development incentives, and sustainability programs. He advises clients across industries and company sizes alongside cross-functional teams to implement comprehensive credits and incentives strategies. Raaj also contributes to the profession through speaking engagements with organizations including the Council On State Taxation and the Tax Executives Institute. His leadership emphasizes clarity, coordination, and disciplined execution, ensuring clients receive trusted guidance and measurable outcomes.
