Leroy Dougherty serves as Principal and Vice President of Incentives Technology at Ryan, based in the Firm’s Mississauga office. He leads the design and development of technology solutions that support tax incentives and government funding services, helping clients improve the efficiency, accuracy, and defensibility of incentive claims.

With extensive experience across Canadian, U.S., and U.K. incentive programs, Leroy specializes in scientific research and experimental development (SR&ED), research and experimentation credits, and related funding initiatives. He brings a strong background in technology leadership and incentives advisory, applying advanced analytics, automation, and secure collaboration tools to support complex, technology-driven and regulated industries. Leroy is also a published author on SR&ED and innovation funding topics, contributing practical thought leadership that helps organizations navigate incentive programs with confidence.
