David Douglas serves as a Principal and Practice Leader for Government Funding at Ryan, based in the Mississauga office. He leads Ryan Canada’s Government Funding and SR&ED services, advising clients in technology-intensive industries on securing and defending incentives that support innovation, growth, and investment.
With extensive experience spanning accounting, tax, transaction advisory, restructuring, and business development, David brings a strategic, multidisciplinary perspective to government funding programs. He has led SR&ED engagements across oil and gas, manufacturing, software, IT, medical devices, and pharmaceuticals, including complex process industry claims successfully defended through CRA audits. David also leads Ryan Canada’s government relations initiatives and is an active member of the CPA/CRA Stakeholder Committee. He is a frequent speaker and author on SR&ED matters, presenting for organizations including the Canadian Tax Foundation, CPA Canada, and the Tax Executives Institute, and contributing published works to leading professional and academic tax publications.
