James R. Eads, Jr. serves as a Principal at Ryan, based in the Firm’s Austin office, where he advises clients on state tax issue negotiation, resolution, policy development, and advocacy. He represents organizations across all states, taxes, and industries, working directly with legislative, executive, and tax agencies to resolve complex controversies and shape effective tax policy outcomes. With more than five decades of experience in state tax, government relations, and public administration, Jim is a nationally recognized authority in state and local taxation. His career spans senior leadership roles in the public and private sectors, including serving as Executive Director of the Federation of Tax Administrators and holding senior tax and government relations positions with national corporations, accounting firms, and government agencies. Jim is known for his pragmatic, solutions-oriented approach and strong advocacy on behalf of taxpayers. He is also an active thought leader, frequent speaker, and educator, contributing to professional development and public discourse through national conferences, advisory boards, and academic instruction.
