Holly Reed is a Principal and the Practice Leader of Advocacy at Ryan, based in the Firm’s Dallas office. She represents the interests of the Firm and its clients at the federal, state, and local levels of government. Holly is responsible for developing and executing strategies that align public policy initiatives with client business priorities, helping organizations operate and grow in a fair and predictable tax and regulatory environment.
With a career dedicated to public affairs, government relations, and community engagement, Holly brings extensive experience building constructive relationships with policymakers, regulators, business organizations, and stakeholders. She leads and manages a strong team of advocates, attorneys, and internal and third-party lobbyists, guiding coordinated efforts across jurisdictions. Known for her strategic perspective and collaborative leadership style, Holly is passionate about creating positive business climates that support economic growth, job creation, and long-term community impact—directly supporting Ryan’s mission to liberate clients from the burden of being overtaxed and enable reinvestment and growth.
